* Head, School of Civil Engineering, Purdue University, director, Joint Highway Research Project, and co-chairman, 68th Annual Purdue Road School. Professor Michael in 1981-82 also chaired a Transportation Research Board Steering Committee charged with producing a Docu ment on “Enhancing Highway Safety Through Engineering Management in an Age of Limited Resources.” The Document with this title was pro duced from the results of a National Conference on the subject held in St. Louis, Missouri November 2-5, 1981. The Report was published by the Transportation Research Board. The entire project was sponsored by eight national organizations reported in this paper. Professor Michael’s presentation here published is a summary of the findings of that con ference and publication and much of this paper is taken from the published report. Copies of the full report are available from the spon soring organizations.
